Behavioral Health Capacity Assessment

On October 31, 2017, Commissioner Julie Morita told the Chicago City Council that the Department had completed an assessment of the quantity, availability, capacity, and service array of behavioral health services in the city of Chicago (including mental health services).

Under the Illinois Freedom of Information Act, a copy of the completed Behavioral Health Capacity Assessment was requested.  On November 16, 2017 CDPH wrote:

Currently, the department is working to develop a formal report that will highlight key findings from the behavioral health capacity assessment. The report will be widely distributed among stakeholders. Once it is ready, we can provide you with a copy.

CDPH did provide copies of the agency surveys (although these had previously been posted on the CDPH website). CDPH also sent a redacted copy of the spreadsheet of data from agencies responding to the survey.

In response to a recent request, CDPH continues to report that “[a] final report of the behavioral health capacity assessment has not been completed at this time. Once ready, the report will be made available.”

According to CDPH “the attached excel spreadsheet of available data collected that includes agency name, address, hours provided on the weekend and/or after 5:00 during the week, ward, community area, zip code and behavioral or mental health services. Telephone numbers were not collected as part of the survey. Please note that agencies responding to the survey were asked what types of information can be shared publicly. As a result, you will find that there are some fields where information has been redacted to honor such requests.” Letter from CDPH FOIA Officer dated 11/15/2017.

Survey of persons served

In November, CDPH told the Community Mental Health Board that the Department had completed a survey of CDPH mental health center participants and would share the results with the Board.

The Department says that “[a] client satisfaction survey was disseminated in Quarter 3 of 2017. However, results have not been compiled at this time. Once ready, a report will be made available.” Letter from CDPH FOIA Officer dated 04/04/2018.
